Legates serve in Erebus's stead when he can not be present in person. It would be impossible for even one such as Erebus to maintain cohesion once parts of the whole had been separated for a time. (A problem reminiscent of the one exeprienced by Earth in Vacumn Flowers by Michael Swanwick.) The answer was to delegate to Legates command of wormships and other duties when away from the melded whole. Problems of a lack of willingness to comply on the part of Legates who had been unwillingly joined are overcome by Erebus's force of will.

A Legate gifts individuals with Jain nodes to greater of lesser effect. Legates are sent on suicide missions to kill the human-sleer hybrids on Cull and the Dracomen on Masada. A Legate commands the attack on Klurhammon. The Legate Henrietta Ipatus Chang wins free from Erebus's control after receiving her destruct command long enough to communicate with Cormac.

The most important Legate to Erebus's plans is Chevron. A quasi autonomous individual who shares Erebus's hatred of humanity, she is entrusted with the long term preparation for Erebus's plan to send CTD's through the Runcible network.
